Title: faq flags

When you click on the Flag button of an FAQ:
  - If there are no flags then creates template to add new flag.
  - Otherwise pops up menu with current list of flags.

Discharging a flag will remove it from the list. This should be done
when the issue raised by the flag has been addressed. Information that
you want to be persistent should be in the FAQ itself and not in a flag.
